It costs me 100 pounds to get it from local 3 store. The Nokia Lumia 635 phone comes with the Windows 8.1 Operating System. I was going to buy Nokia Lumia 530 phone, which is a lot cheaper (50 pounds only when it was Black Friday at Amazon). However, I was told that 530 is not a 4G phone and 635 is. The Three network gives you free 4G networks as long as you are their customer and you are using 4G phone.

The annoying part is that it is like desktop windows, the updates require re-booting your phone. And it indeed looks like installing updates on desktop as well.
Another disadvantage is that you may not have as many apps as there are on Android or iOS. However, the user interface on Windows phone 8.1 is quite friendly and easy to use.
After all, it is a budget smart phone that is worth a try. I am going to develop applications using C# on it later.
